I am not too familiar with the Happy Frog soil, but a lot of growers use it with success. My guess is poor watering technique and 2 types of soil. Real soil will hold the water longer than the Promix. So the outside of the pots are probably drying out and the centres are staying wet
Roots are more than likely upset right now.
Whats the humidity level in the tent?

Usually wind burns turns the leaves the opposite way of what your are doing. Leaf edges would also look crispy

We need a pic of whole plant, just looking at that leaf could be a number of things, first I see that leaf drying and curling in from the center, usually it starts on the fingers.

How's best way to raise ph in soil on budget

U raize ur ph water input, check runoff, do in small batches just enough runoff to check so u don't drown soil if still low, raise it once u get ur 6.3 ph feed good
