Germanate them then put in ground when seeds pop in paper towel

I've got 10-10-10 fertilizer plus I've got liquid 2-15-15 if I need to put any in soil before I plant let me no please thanks

Should I water my pots before I put seeds in couple days before plant them sorry so many questions aggravated with what I got off three plants ,2 1/2 oz
