Here to get other's opinions. This girl is almost 4 weeks old. She is in a 1 gallon fabric pot. Does it look like it's time to transplant? She will be going in to a 5 gallon fabric pot.

If it were mine, I would probably wait just a bit longer. If you don't have enough root development to hold the soil together when you transplant, you'll most likely end up with transplant shock. You can probably get a good idea of your root development by allowing the pot to dry back enough to pull away from the fabric pot a bit. Then using a flashlight, look down the side to see the roots. You should be able to tell by looking.
