very low budget 2x4 space 1000watt hps ...question is will this fan im using vent the heat out fast enough to keep room at temp?

If your room is inclosed I'd look into getting a proper fan to vent your hood. Get the ducting ftom your hood to exhaust fan to pull heat from your hood out of room
