L.E.D. driver makes an electric buzzing, static-charge like sound, when OFF.

does the driver get hot to the touch?
if it does chuck it and if not don't worry is my thoughts.
my mars hydro ts 3000 barely gets warm

It does not have any temperature issues I have noticed. .only the noise when manually turned off from the dimmer knob
