Leaves curled under with midrib damage & coating on plants main stem.

Outdoor
Soil is 2' black topsoil over sand. High organic content.
Candy stripped leafhopper, white flies.
Feminized Gorilla Glue 50/50, MK Ultra 50/50 and Blue Dream 40/60. Indica/ Sativa %
In ground for 2 months
Water ph is rain water, natural or collection barrel.
Lobster meal every 6 weeks, teaspoon. 6-2-0
Weather conditions have been normal for the Chicago area.
Currently treating with the Fungicide3 once a week and the Safer soap every couple of days.

Any help would be appreciated.

I had a candy stripe leafhopper problem but it is very minor now. Would they cause this damage to the leaf? If no, what is the cause and preferred treatment?

I've never had this much on a stem before, what is it?
It goes up about 4 feet and oddly does not go completely around the stem, the south side is basically unaffected.
Can be removed easily with fingernail.
If a concern, best practice to end its existence.
Grown in this location for 3 years.

So this is how it feels to get picked last for dodgeball or this forum prefered by inside growers? Lol
 
Leaf is hard to tell but the stem just looks like its hardening from growing and getting older.
