i am making an outdoor grow and want to minimize watering runs, so my plan is to keep as much moisture as possible through the use of a perforated garbage bag and a sheet of circular plastic on top with a hole in the middle, where the plant comes out . My question is though will this suffocate the plant ? Should i make holes in the sheet or remove it completely ?

Not if you don't place it tightly over the ground and include some holes. Use white. You could also just use a very thick layer of mulch to achieve the same result.
