Lighting question

Currently my grow area was built in a storage room and the dimensions of my grow area are 7 x 7 x 3 1/2 feet and I'm using a 400w hps with a 165cfm blower sucking thru a 6" x 12" phat filter and my intake is a 100cfm inline all using 4" duct.

I quickly realized the 400w isn't going to do what I want so my question is, should I add another 400w or would a 600w on a light mover work well for my space?

Oh and I want to grow about 8 plants a cycle going forward.

Its kind of tricky since my room is more like a closet than a room and I have an idea which way I want to go but would appreciate some feed back from some veteran growers so I make the right decision.

If money isnt an issue like paying higher electrical bills per month to run another light and possibly more a/c for more heat then two is always better than one.

24 square feet is quite a space my man. I'm not sure even two 400w hps would cover it properly, let alone one. And isn't it a bit excessive 24ft^2 for 8 plants? Perhaps adding another 400w and restricting the light in a smaller volume is something to consider.
I will follow this one for second opinions also.

The 400w was a rookie mistake that I quickly realized I had made however I am getting a decent grow, check it out. "Excessive", how many plants would you try to grow in 24sq feet if you had 2 400's? How do feel about a light mover with one 600w?
