What is a good distance for a flourescent lite to keep clones?

About a couple inches. They can get real close without being too hot.

Which lights are best, LED?

Can you recommend current LED lights, or are sulphur or fluorescent still the best?

Most LED lights on the market right now are scams that work poorly, if at all. Look and see what kind of LEDs it uses, if it uses a bunch (like hundreds) of little indicator lights, it's useless. It has to use high output LEDs. The Procyon 100 is one example of a decent fixture. Even so, I'd recommend against LEDs for the time being, as the technology (as it applies to grow lights) is immature and expensive.
