Does adding composted chicken/goat/goat manure to an ACT add microbial life to my soil web?

Short answer, yes. But more is not always better. Properly composted anaerobic manure will add good nematodes and strengthen your micro herd but if it is not properly composted you can have real problems. Even if it is properly composted you symphalids can breed but if you have a proper fungal balance it all takes care of itself.

Just my understanding.

You will get far more benefits by top dressing than by tea and also avoid any issues with E. Coli and other bacteria. It can also burn plants. Having been raised on a farm, even as a kid I could see that fresh manure will burn plants. Fresh manure contains soluble nitrogen compounds and ammonia which will burn plants and interfere with seed germination.
