One may not consider the legalization of marijuana as a natural setting to model policy making for inclusive growth. In spite of this there has been a lot of innovation involved in the policy making of four US states and it is worth considering. Inclusive growth essentially means that economic prosperity benefits the maximum number of people. In order to achieve this, a government must consider two things – responsiveness to public opinion and flexibility around the policy. A government should be responsive to broad public needs, and not simply serve the special interests or only the interests of those who have political access. The citizens should be involved in the policy making and this involvement should not be just for show.

The Example Set By Colorado

A good example of this kind of policy making, which ensures inclusive growth, can be seen in Colorado. After the legalization of marijuana for recreational use in November 2012, Governor John Hickenlooper organized a task force. This task force included the state and local government officials, citizens, activists and industry representatives. The job of this task force was to provide diverse perspectives on the issue of marijuana legalization. Many recommendations made by this task force were actually adopted by the state government. State regulatory officials are also regularly touring the state and they are hosting town hall style information sessions. In these sessions citizens are encouraged to discuss their concerns and questions, with people who are in charge of the new marijuana system.

Normally the common citizen goes unrecognized in any government policy making procedure. However, in the state of Colorado these common people have been given a voice, which is actually heard by the authorities. This is essential for policy goals like inclusive growth as is flexibility. This is a factor that the public sector needs to adopt from the corporate world. Usually governments in all countries of the world face complaints of rigidity in their procedures, but the government of Colorado has set a different and shining example.
