My first Tincture, need advice

Hey all, I mixed my ABV (already been vaped) with everclear for 3 weeks. I strained and the alcohol evaporated. I am left with this that does not move, What do I do now, or did I mess up?

Add a tiny bit of everclear and mix it into the corner of a shot glass or preferably a dose syringe.

What process did you use?
Did you keep it cold the whole time the everyclear was evaporated?
And what do you plan on doing with it?
