My other weird plant

This is my other weird plant at his looked exactly like this for about a month and a half to two months I was told by seed suppliers that it was definitely a female and I don't need to get rid of it but it also hasn't grown or done anything it's a total of 3 in and 100% bud but it's not growing or the buds aren't growing it's looked exactly the same except a little bit of height in the last couple weeks and that's it, I would like some advice on what to do with this thing also because I'm an amateur at this and have only started growing plants last year and this year

Which of the plants are you talking about the one with six leaves grown from a cutting has leaves with points on all the edges The other one that I call lump because it looks like a lump only has a few tiny little leaves that have been there forever it just hasn't done anything besides what you're looking at right now for a couple months now
