This my set up I have a 5x5 tent I have 4x4 light with 8 t8 ballast bulbs being overdriven with big reflectors (I got them for free). I made some super soil from a recipe off this site. 2 6" exhaust fans. I bought some white widow seeds waiting for them to show up. I was thinking of adding 2 led bulbs to the light blue for veg and red for flower. Ihave grown in my garden with pretty good success wanted to try the indoor thing. Let me know what you think thanks. Im trying to keep the electric bill down that's why I didn't get a hp mh light but I might if this doesn't work out

Im going to be starting a little tent setup as well which will be approx 40''x40''. Although all my experience is with rooms min 3 lights and upwards.
I would say your off to the right start. I noticed that your running 2 6'' exaust fans? are thes inline with each other or are you running two seperate exaust fans from the tent. If so that is way overpowered. Just focus on the Cfm of the fan. If your fans are terribly under powered ie. 75 cfm each then by all means use the two 6inch fans. I would try to focus on making sure your air in the tent is exchanged in a minimum of 3min although the norm is 5min. so with a 5'x5'x7' tent it is 175cubic feet. With a 4'' vortex you would get 175cfm which means your air would be exchanged in one minute. So check the cfm of the fans your running. No point in using more electricity on fans that aren't needed.
Now if your just planning on running t8 flourecents i wouldn't be worried about too much about heat. I don't have any experience with the LED bulbs, I do know that the heat is very minimal. So to begin with I would make sure your not over exausting your space. I would recommend a dimmable 400 or 600w hps/mh ballast. Then you can control the output of current.
Make sure the soil sits for a good few weeks before using too. If its subs mix especially a very hot mix! watch with babies and seedlings!

The fluorescents will be fine for germ and veg. But when it gets time for flowering they tend to not put out enough light so the buds tend to be airy and fluffy versus a high output light giving you nice dense buds.
 
As stated above look at a better lighting setup. I have found LED to not be adequate especially for penetration. For veg and cloning not so bad sometimes, but if your paying for your lamps, your money ahead going with something better like MH / HPS. The only other thing thats still questionable is induction lamps but that's kinda a niche growing market and its expensive atop of its questionable effectiveness. I would recomend a growlite OG vert hood with a 600 switchable digital balast. Keep the T8 and use bluer bulbs (6-6500k) for vege and added color spectrum in flower when u turn on your HPS till u can afford to get a MH to suppliment with. That would be a great start IMO.:cool:
