Thrips.

It’s either:
Pear thrip (Taeniothrips inconsequens)
Or
Western flower thrip (Frankliniella occidentalis)

Are you in the Pacific Northwest? Those are common in orchards.

Looks like a pear thrips. Spinosad is the answer, I use monterrey garden insect spray whenever they turn up here.

Will nim oil or orange guard will do the job?

I’m not familiar with orange guard but as long as thrips is listed as a pest it controls then it should be fine. Spinosad works good for thrips. Captain jacks dead bug contains spinosad. Insecticidal soaps work good. I like to fill a large bucket or pot with my insecticide mixture, turn the plant upside (make sure your medium doesn’t fall out) and dunk all the foliage and stems. you can really do this with large plants though.
