Need light yet? Please help noob

Hello eeveryone. My first grow germed in propagation tray with heat mat and plastic top on, just checked them and they are looking like this (picture) I have a t4 florescent light, should I put these under the light yet and should I leave the too off the tray now and how close should the light be if its time, thank you all for any help

Plants need light as soon as they come up, but not much light so don't put it to close! Also take the Dome off as soon as they sprout, good luck!
