New grower looking to build a grow room in Washington state?

I am new to this site and wanted to hear some advice from experienced growers of the northern states I'm going to be building a grow house and want to know the best way to do it from ducting, size I want to be able to grow 40 plants at a time would it be better to have two rooms for stages? Sorry like I said I am new to this and would like to know the best way that way I'm not wasting my money and time thank you

First off, WA state consists of two sides. Sounds like you're "east of the mountains".
