Newbie, got some seeds and need help regarding starting 2 plant setup

Hi, I have got myself some seeds. Had a bash and didn't work so trying again.

Firstly I setup the following:

220 LED blue red cheap chinese light
1 vivarium heat mat
1 heat mat temp control

Sprouted the seed and planted, put light on 18/6 and got plant upto 4 inches high then it wilted toppled over and died so I want to do it proper this time.

I am thinking of buying:

150w HPS / MH or 250w HPS / MH
inline fan 4"
4" carbon filter

I have 2 pc fans and 2 ac-12v power adaptors
I also have a 40w flourescent fittings and power source from a vivarium
I have a CFL plug and adaptor as well.

Would like to go down the hydroponics route but am on a limited budget.
Any help and advise on how best to setup and start my 2 pot system would be appreciated - from sprouting to growing to flowering etc.

Here's a sugggestion; Use HO T-5's for 18/6 veg keepin tight to the lamp.
(Cuttings and seedlings further away of course)
If you do get your fan and filter go 400hps (eyehortilux 400shps bulb dont skimp here) for flowering (Bigger better buds)
Use your other open socket in flowering for a Reptisun 10.0 UVB bulb (Resin off the chart).

P.S Use a soiless blend and stay organic its only 2 pots and youll love the end result.....

Can you tell me how LED is working? Im interested in using them, but people say its unproven.
