noob closet growing.HELP!

ok I have done some research on this and I get the general idea, need to get the seeds ready, then put them in container with soild/fertiliser and have light, and watter them. but I still got questions;
1: what kind of light should I use and how much should be left of daily?(I am growing out of a closet. measurements are : side to side 4feet 5Inch, front to back two feet 4 inches.)what type of light should I use that will not effect the elec bill that much( I am renting a room and do not want the people to find out what I am doing)
2: what kind of soil should I use?(idk if I got this right but I think I saw at diffrent stages of growing u need to use diffrent soil or food)
3: what kind of nutrients/food should I buy?
4: how do I know when it is ready to be transfered to another po?
5: how do I know when it is ready to be harvested and dried ?

before anyone asks they are going to seeds I get from bags. I am also on a tight budget so I don't got a lot of money to spend getting everything.(think I saw it called poor mans grow. something like that.) please help I can't wait to try this for the first time.I will be starting with seeds.I know its a lot of questions and if there is something I should read please let me know. ty :)

Depending on how many you plan to start... a 4' t5 flouro is great to start things with & even take through veg. Can't speak to the soil though... GL w the new babies, you'll love it!

1. You can start with some CFLs. Works good for a tight budget and early veg stage. A 150 or 250 HPS for 12/12 is fairly cheap and easy on the electricity.
2. A bag of Light Warrior & Ocean Mix Fox Farm soil.
3. General Hydro nutes (follow the Lucus formula)
4. Start seeds in beer cups, start save 2 liter bottles to make larger pots.
5 Read more THC Farmer and buy a good book on the subject.

Don't forget about ventilation and odor control!! Depending on what grows from your seeds you at least need to bring fresh air in and let possible odors out of the house/closet or EVERYONE will know.
