The reality is that this is the intended purpose of the president. He's a figurehead.

Congress has ALLLLLL of the power legislatively speaking. The dude is meant to drive policy by fostering one opinion or the next, he's supposed to act as a representative to foreign leaders, and he's the commander-in-chief of the military.

The main issue he has as a president is that his policy points haven't been picked up very much by legislators, so it's been a very legislatively dead time period.
