Well my plant was doing bad the ph was at 7 how do I lower lvls without using oh up or down

You will have to clarify what you mean without using an up or down. Do you mean you can't go to a grow store? You can use vinegar to lower the pH, just be careful.

Mix it with your water....

Yup, that is all, baking soda as a pH up. Just add it in VERY small amounts mix thuroughly and measure, add small mounts as need to get to desired pH. Cheers!
