Planter Issues Need some advice

Does anyone have any idea on how to ensure the soil can dry out enough to allow oxygen for the roots? I havent had this issue until I moved up to a 30L pot (about 25 gallons). I noticed a good portion of the soil remained wet as if I just watered it, even after leaving it an extended period of time in the sun. I dont want to continue to add water if the bottom doesnt dry out(trying to avoid root rot) but also dont want to neglect the upper portion as well. Im at a crossroads...

30 liters is about 8 gallons and i like to water when the pots are dry about 3/4 down the pots.

If it’s peat based with a bunch of white balls (pearlite) it’s made to hold a good combo of air and water. Just be cautious while their small and you’ll be good.
