Plants hyper sensitive to wind?

My current run is off to a terrible start. I accidentally fried the seedlings with too much ppf to start, and I believe the fan in the tent caused the leaf edges to start rolling up.

After a few weeks of very slow growth, I transplanted them into bigger pots and put them in my 4x4 tent.

I backed off on the fans majorly and the new growth wasn't showing any leaf rolling. However there is white, what I'm assuming is mildew growing on top of the soil now because there's no airflow. Also the plants are very weak and floppy, and one of my donuts triploids looks like it may have died for some reason.

I tried increasing power to the fans at the top of the tent, pointed away from the plants at an opposing side until I saw the leaves begin to move gently, to try and strengthen the stems and eliminate the mildew.

Today the leaf edges are rolling again, some leaves are full twisted 180 degrees. And the donuts triploid pheno was laying on it's side and is super floppy and wilted.

Is it the fans? I have 4 different genetics in the tent and they are all showing similar symptoms.

that’s not even close to too much wind in that video,. are these from seed? 3 fingered leaves some twisting,.
any itty bitty tiny flies around the soil surface (may have to disturb a little)

4 different genetics; jelly donuts, blueberry muffin, 2 donutz triploids, and 2 dojo seed Co runtz. All photo.

Light is AC infinity evo6 set to 30%. Mounted to the top of the 4x4.

PPFD on photone app shows around 200.

Temps are low 70s. 73/74 average. Humidity around 60%

Soil is coast of Maine Stonington blend. No additives currently.

Watering with PH 6.5 distilled water. I'll be switching back to tap once I have my aerator setup again.

The triploids jelly donutz and BBM all popped around the end of April. So they're super stunted.

I watered them last Thursday and the soil is still moist under the surface. And I'm not saturating the soil either. They don't seem to be drinking.

No insects. It definitely looks like PM and not webs on the soil tops. Hasn't come back since I increased the fans a bit.

The 3 fingered leaves are just the first set of leaves that normally do that.

Definitely some twisting/leaf edges rolling, and very stunted growth though.
