Please help possibly minor things

I did not water until the pots were pretty light and the moisture meter showing 1/9 or less and that was a couple days ago, starting to get dry again I guess, but I don't want to overwater. This is an auto and it was started inside of a small ( about 1 cubic inch ) jiffy pot and I transplanted that into soil, so when I watered a couple days ago and lifted up the fabric pot, I saw the jiffy pot kind of seperate from the soil! So hopefully it will be okay I thought the jiffy pot would degrade into the soil by now. She has been growing smaller leaves at the base of the stem but her top growth seems kind of slow. Also possibly put too much perlite in the soil. Any pointers are greatly appreciated. This is day 17 from sprout. Temps / humidity has been in the range of 74-78F, 40-50%. Soil is FoxFarm OceanForest and up to 40% Perlite..

Looks like they're suffering from too much loving. I recommend more bong hits and Netflix. They look good - keep doing what you're doing.
