I think this is part of what's going on here; Different regions are having warmer weather across the US this year. Abnormal weather across the map. Denver, Colorado doesn't even have any snow yet, and while having blizzards in Hawaii. La Niña is an oceanic and atmospheric phenomenon effecting the weather patterns this year.

I bet the farm it's a photo chop. Look again closely at the writing. The bottom half of that sign was clearly manipulated.

Looks 100% fake from where I'm standing.
