I'm sure there is no difference in quality.
Regulars are much easier to make. The price of the seeds reflect that, as you generally get half the number of seeds or pay double the price for the same number. Also, when a breeder finds a special plant, male or female, that plant generally cannot be replaced, except with a clone of the same plant. People do make fem versions of regular strains (and vice-versa), but they're never exactly the same. If a breeder has a "magic male," that produces excellent progeny, growers will have to deal with regulars or they won't get to grow that strain.
Also there is the issue of higher numbers of hermies. This doesn't have to happen, and when a breeder does sufficient testing, it is not an issue. This WAS a big issue for many years, so you will still find growers who refuse to mess with fems. (I was one of them -- my first experiences with fems was a shit-show.)
