seed looking pest

I have these pests that look like the stem has a seed popping out of it. Or barnacle looking, but they do scrape off. I have never seen such a thing, any help would be grand. Thanks

I've seen those before. Neem oil did the trick.

Its like acne on the plant. Look like a little ball stuck on the stem. Falls off easily. Yep acne pimples whatever lol! Not a biggie at all
