Seedling haven't gotten up, looks dark coloured

Hello guys, my seedlings were transferred to soil 48 hours ago with proper tap roots, white and beautiful. Now all but one has changed to a darker colour and haven't shown any signs of growth from the outside. What's wrong with them?

What kind of dirt ate they in and what is that on top, diatomaceous earth? The one looks like it may be stuck in the casing. What are they under for light? How far away? 48 hours isn't very long either...

It's in a general potting mix from the garden shop. The lights are around 30 inches away and I haven't put on full power. Lights on for 20 hours, off for 4 hours.
Also I must add i didn't water the soil at all, only sprayed mist like twice to keep the top soil humid. And everything has been on the same treatment but only has shown signs of growth

That's a lot of light for seedlings, I wouldn't do 20, 18 is more than enough, might put them even higher, I just use florescent to start seeds. You also need to water them in, roots won't grow into dry soil, that may explain the stalling.

Thanks for your help, afyer watering some plants made a recovery but few have fallen victim to my ignorance
