Seedlings are looking bad. Any ideas?

Buildasoil 3.0 with some rice hulls added. I'm thinking I overwatered when I was setting up the pots to initially moisten the soil.

Fully saturate , feels heavy. Then you dry out for 7 days and do it again, fully saturated and keep the cycle going.
