help save this little girl guys, her sisters are doing really well and are twice her size

looks like overwatering, or the medium is staying wet too long,
holes in bottom and sides of cup?
needs a quicker wet/dry cycle, have a fan?
the perlite has a yellow tinge caused by staying wet to long.
maybe a transplant to one gallon pot could help too.

Get that thing in a bigger pot. Suffocating in there.
