Most likely.Your plant was flowering and now it is reverting back into veg..soon it will kick out normal leaves...
I’ve got a few photos that are in flower. Lots of people do right now outdoors. It genetic as well as light determined. At like 14 hours of light some strains start to flower.Not enough info to even hazard a guess. Is it an auto? If so, then single leaves are quite common in flower. If it's a photo, why is it in flower (are you in the northern or southern hemisphere)?

We’re around 13:51 on hours of daylight right now and there have been hairs popping as of a week ago.
