Slow growing

My plants are very slow to grow are my plants ready for a full dose of nutrients, my lights where maybe an inch away using cfl

Yes i would start feeding but build up.if your in soil it's going to take around 2 weeks before what you,v given will visibly show on the plant so don't think you can force feed to success.just slowly build up the nutes giving the plant time to respond so u can see how u need to proceed.and if in soil remember to let your medium dry out a good bit between waterings.youl see the most rapid growth wen the soil is only just moist and is on the verge of drying out because there's more oxygen in the root zone so u have to find that balance.
