Small thin buds on plant

anyone have any idea why this plant turned out this way?

Looks like a reveg, look at the leaves.
It's completely confused whether to grow leaves or buds. It's trying to do both.

It could be overdosing on red light, that makes buds stretchty and wonky also, if you have a supplemental light that gets left on.

Yours sure looks like a dead ringer for it. If someone gave you a grinspoon seed and said it was some other strain that would pretty much be the weed equivalent of getting rick rolled.

Funny I was thinking Dr.Grinspoon. but I mean to get real Grinspoon seeds seems impossible.
