If i am going to cook soil in a garbage can indoors, do I cover it with lid, do I drill holes in cover?

I personally would want holes in bottom for drainage. You can always take off lid.
I would get a tarp if you dont already have one like 15'x15' to periodically mix your soil...

if it gonna cook it got to have air flow,so that said you have to put some holes in the bottom of can,sit it on a folded tarp were you can keep thing clean is what vondank was trying to say i believe, any way you still have to stir the mix at least once a week first month and every other next month, the condensation is gonna build on the can lid, thats a good thing, means you are cooking your soil, also gives moisture back to the soil, when you mix it up you need to put a little water in as you fill the can ,the moisture is what gets every thing cracking you dig,but you still are gonna have to mix it once a week for a month at the least
