Some questions about making tea from homemade compost

I started making my own compost a few months back and it's starting to look good. The plan is to make compost tea for my plants but I really don't know what I am doing. Do I have to wait until all of the food, grass, leaves etc have completely broken down before I can use it for compost teas? Or can I just mix it all up and then extract the pure soil parts of it before putting it in a strainer bag to make the tea with an air pump? Also, I have some leftover medium which has perlite in it and I added that to my compost but now I'm thinking I shouldn't have done that and the compost is no good for making tea if it has perlite in it?
