Splitting meristem? Or Bud for double yield?

Has anyone heard (or done) where they take super sharp sterile scissors and cut your little baby in such and way that you get two buds from each spot that normally there would be only one? Can it be done with branches too?

In theory I understand how it would work, but has anyone done it and can explain how it all works?
