They are OK for germinating, but I'd never run seedlings on them unless the room temp was in the low 60's. I wouldn't take a chance of destroying the enzymes the plant is making. Plant proteins are temperature sensitive & operate most effectively at about 68-84. If anything, set the pots on a thick towel or something to insulate them from the cold floor.
I use a heat mat for seedlings in winter time. I have a large seedling dome and I put a false floor in so there's no direct contact to the pots. That way they enjoy the warmth and humidity without overheating. Can root clones, germinate seeds, all that in the same space. Well, I actually have two of these setups.

The seedling trays are thyme and basil seeds chillaxin and getting all germinatey. 😀 There's two giant sunflower pots germinating in there, too.
 
I have to replant basil every year also. My chives and thyme can take the winter but basil dies below 20 f or so.
Chives and mint coming soon. I also have lavender seeds in the fridge for cold stratification. I'm planning a little herb garden for the wife's office after a few things get rearranged around the house.

I have never tried herbs in my house. I have a grown a cherry tomato and a couple pepper plants in my tent though. If you plant mint outside, do it in a pot. Otherwise, it will take over your yard in a few years. 😰😥
