Stunted growth in Veg

This is my second grow and my plant seems to be moving awfully slow. This time is transplanted from solo cup to 5 gallon fabric pot. This is the second time i've tried this strain. I'm over a month in and i'm not seeing the same results that i saw last time. Are there any dry amendments or anything i can do to boost the grow back up?

What strain is it and are you pH in your water and the exact same feed regiment as last time

Strain is Voodoo Child, 1st grow distilled water with seaweed extract ph 6.7. this time no seaweed extract but it was growing fine and just came to a stop. not dying still green but just not getting taller
