As of January 2026, vape cartridges, devices, and e-liquids (including nicotine-free and CBD) are
strictly prohibited in Mexico. The Mexican government has classified the importation of all vaping products as a federal offense.
Here is a breakdown of the current situation regarding vape cartridges in Mexico:
- Importation Ban: It is illegal to bring any vaping device, cartridge, or pod into Mexico by air, land, or sea, even for personal use.
- Enforcement: Customs officials are actively using high-resolution X-ray technology at airports and border crossings to detect lithium batteries and cartridges.
- Penalties: If discovered, devices will be confiscated immediately. Travelers may face significant on-the-spot administrative fines (ranging from $200 to over $12,000 USD) and potential prison sentences of 1 to 8 years, especially if carrying multiple items, which can be interpreted as intent to distribute.
- Public Use: Vaping is banned in all public spaces, including beaches, parks, hotels, and restaurants.
- THC/Cannabis Pens: Bringing any type of THC or wax cartridge into Mexico is treated as drug smuggling, which is a serious criminal offense.

I'm bummed, because I'm going on a 10 day cruise to Mexico in September and was planning on bringing a cartridge, not now!!!
