Survey: Teen marijuana use declines even as states legalize

Marijuana use among teens declined this year even as two states, Colorado and Washington, legalized the drug for recreational use, a national survey released Tuesday found.

University of Michigan's Monitoring the Future study, now in its 40th year, surveys 40,000 to 50,000 students in 8th, 10th and 12th grade in schools nationwide about their use of alcohol, legal and illegal drugs and cigarettes.

"There is a lot of good news in this year's results, bu the problems of teen substance use and abuse are still far from going away," Lloyd Johnston, the study's principal investigator, said.

After five years of increases, marijuana use in the past year by students in all three grades declined slightly, from 26% in 2013 to 24% in 2014. Students in the two lower grades reported that marijuana is less available than it once was, the survey found. Among high school seniors, one in 17, or 5.8%, say they use marijuana almost daily this year, down from 6.5% in 2013.

Synthetic marijuana, chemical concoctions meant to simulate a marijuana high and sold at convenience stores and gas stations, have also fallen out of favor. In 2011, when the survey first asked about the drugs, known as K2 and Spice, 11% of 12th graders said they had used the drugs in the past year. In 2014, that number had dropped to 6%.

"Efforts at the federal and state levels to close down the sale of these substances may be having an effect," Johnston said.

Abuse of all prescription drugs, including narcotic painkillers, sedatives and amphetamines, declined from 16% in 2013 to 14% in 2014 among 12th graders, the survey found. Narcotic painkiller use, in decline since 2009, dropped again from 7% in 2013 to 6% in 2014. Heroin use, which has grown among adult populations, remained stable for teens.

Teens considered narcotic pain relievers, such as OxyContin and Vicodin, safer than illicit drugs such as heroin and cocaine, because they are prescribed by doctors, Nora Volkow, director of the National Institute on Drug Abuse, said.

"There's a very strong and aggressive campaign about educating the public on the risk of opioid medications as it relates to overdoses and deaths," Volkow said. "That has made teenagers aware that they are not so safe as they thought they were."

Teen use of both alcohol and cigarettes dropped this year to their lowest points since the study began in 1975, the survey found.

Teens may be trading conventional cigarettes for e-cigarettes. In 2014, more teens used e-cigarettes than traditional tobacco cigarettes or any other tobacco product, the study found

Alcohol use and binge drinking peaked in 1997, when 61% of the students surveyed said they had drunk alcohol in the previous 12 months. In 2014, 41% reported alcohol use in the previous year, a drop from 43% in 2013, the survey found.

Since the 1997 peak, "there has been a fairly steady downward march in alcohol use among adolescents," Johnston said.

Binge drinking, defined as consuming five or more drinks in a row at least once in the two weeks before the survey, fell to 12% among the three grades in 2014 from 22% in 1997. Still, 1 in five high school seniors reported binge drinking this year, the survey found.

"Even though the indicators are very good news, at the same time we cannot become complacent," Volkow said. "This is a stage where their brains are most vulnerable. We need to continue our prevention efforts."

Cops come to the rescue of Commerce Township pot grower

Oakland County’s top law enforcers have had their ups and downs with metro Detroit’s tight-knit group of medical-marijuana users, advocates, lawyers and caregivers.

The county’s undercover officers have busted many a dispensary and other facility catering to users of medicinal cannabis, including one in Ferndale that had the approval of a city council vote and the city attorney’s opinion.

But Oakland County Sheriff Michael Bouchard’s deputies came to the rescue Sunday night after a 911 call from a medical-marijuana grower. The caller urgently asked for police help as he witnessed — on a security screen in his home — the sight of thieves breaking into his facility in Commerce Township, according to a police news release.

The result was that officers from three departments broke up the B&E and arrested a suspect, according to the release from the Oakland County Sheriff’s Office.

“It’s nice to see that,” said Matt Abel, executive director of Michigan NORML, the state chapter of a nationwide group that advocates legalizing marijuana.

The break-in occurred around 11:30 p.m. at 3295 Haggerty Road, a one-story medical-office building that fronts a small warehouse.

“Deputies arrived on scene and observed a van with no license plate backed up to a garage door,” the report said. “A hole has been cut into the garage door. The van was blocked in by an employee whom the owner had called prior to calling 911. Deputies set up a perimeter. Deputies and a K-9 unit (police dog) searched the business but with negative results. Deputies located a large, black garage bag full of marijuana in the suspect vehicle. The van was impounded.”

By 3 a.m. Monday, officers from Keego Harbor and West Bloomfield Township had collared the suspect and notified Oakland County. A county officer picked up the 33-year-old man from Sterling Heights, and he was jailed pending charges, the report said.

The Oakland County Sheriff’s Office could not be reached for comment. But West Bloomfield Chief Michael Patton, whose officers played a limited but key role in police response, said the incident has important lessons for police.

“We know it’s a concern — that locations identified even as legitimate growing facilities can be targeted by the criminal element” for break-ins, robberies and potential violence, he said.

The legal landscape is changing rapidly, marijuana advocates say. The U.S. Congress is expected shortly to pass the nation’s giant annual appropriations bill, which contains a directive that defunds federal prosecutions of Americans who are in compliance with their own states’ laws on medical marijuana.

And in Lansing, Michigan’s lame-duck legislature is poised Thursday to pass a state law that would significantly broaden access to medical marijuana, allowing communities to decide whether to allow shops that would sell medicinal cannabis to state-licensed patients.

“When those things pass, it will be huge,” said lawyer Abel.

WEXFORD COUNTY, MI -- A 31-year-old Mesick woman is charged with child abuse after police say she gave marijuana to her two children, ages 10 and 12, for medical purposes.

Amy Renee Cunningham allegedly gave her 12-year-old son marijuana to treat ADHD because she preferred the child to have that over prescribed pills, the Cadillac News is reporting.

She allegedly gave another 10-year-old son marijuana to help with emotional issues, according to the News report.

Wexford County Prosecutor Anthony Badovinac was unavailable to speak about the case Wednesday morning.

According to the Cadillac News, Badovinac said police began investigating after a Child Protective Services worker was told by Cunningham the boys were being given marijuana.

Cunningham is charged with third-degree child abuse and delivery/manufacture of marijuana.

Medical marijuana and kids: Doctor concerned about brain development, toxicity, long-term effects

GRAND RAPIDS, MI – Giving medical marijuana to children raises several serious concerns, even if a parent has good intentions, says a Grand Rapids adolescent medicine specialist.

Dr. Lois Lowery, the chief of adolescent medicine at Helen DeVos Children’s Hospital, spoke about the issues raised by the case of a Mesick woman charged with third-degree child abuse.

Authorities said Amy Renee Cunningham, 31, allegedly gave marijuana to her 12-year-old son to treat attention deficit hyperactivity disorder, according to the Cadillac News. She allegedly gave her 10-year-old son marijuana to help with emotional issues.

“Definitely medical marijuana for a 10- or 12-year-old in this case is not recommended,” Lowery said. “We don’t have any studies that would support that at this time.”

Lowery added she is sympathetic with and supportive of a mother’s desire to do what is right for her child.

“We also have to look at the overall best interest of the child from a medical and safety standpoint,” she said. “It’s not even approved for adults with ADHD or emotional problems.”

In Michigan, 153 children younger than 18 are on the state medical marijuana registry, said Jeannie Vogel, spokeswoman for the Department of Licensing and Regulatory Affairs. State law allows medical marijuana for patients with a doctor’s approval and who have a debilitating medical condition, such as cancer, glaucoma or Crohn’s disease.

If a parent is considering the use of medical marijuana for a child, “this is definitely something you should discuss with a medical professional,” Lowery said.

She expressed concern about toxicity – and the purity of the marijuana, as well as the variation in way plants are grown and harvested.

Also, marijuana can affect brain development in areas such as the amygdala, which plays a key role in processing emotions, Lowery said.

“Would this be something that would be a gateway to potential addiction, not just to marijuana but to other drugs?” she added. “If you are starting a kid 10, 11 or 12 years old on marijuana, what will be doing 10, 15 or 20 years from now?”

In general, Lowery said there are potential problems in giving children drugs meant for adults.

“They are not just little adults. They metabolize things differently,” she said. “Sometimes, depending on the child, they can’t actually tell you about the side effects or symptoms they are having.”

When the governers on TV giving a PR about the bill that just passed id say its game over, but if you guys wanna hold out hope for 2 bills that have been sitting on the senate government operations committee's desk for a full YEAR are going to get passed and signed into law by a gov whos already stated hes against the bills and says they need to be sent back to committee for more work, Then by all means your far more optimistic then i am ;)

They don't call it a lame duck session because shit gets done last min... We BARELY got the road bill pushed thru and even that requires voter approval..

Way too many more friendly states. Michigan is the most dangerous medical state to be a caregiver in .. hands down. With the asset forfeiture laws, a Attorney General who has family ties to DOW industry (his father, and stepfather), and a Governor who could give two fucks about the medical patients of the state... I am truly saddened .

Well most of thats true minus the WORST part.. Trust me when i say Montana's SO FAR more fucked then we are :D

Children, 10 and 12, smoked marijuana 'maybe 50 times,' police allege in child abuse case

WEXFORD COUNTY, MI -- A 31-year-old Mesick woman may have given her children marijuana about 50 times over a year to smoke, police now say.

Amy Renee Cunningham is charged with third-degree child abuse and delivery or manufacture of marijuana for allegedly giving marijuana to her children, ages 10 and 12.

The children were not medical marijuana patients and Cunningham is not a registered caregiver under the Michigan Medical Marijuana Act, police said.

Wexford County sheriff's deputies began to investigate Cunningham after she allegedly admitted to a Child Protective Services worker that she gave marijuana to the children. CPS approached Cunningham after getting a referral from another person.

She believed one of her children needed treatment for Attention Deficit Hyperactivity Disorder and the other for emotional issues, police said.

"She didn't like giving her children pills," Wexford County sheriff's Detective Lt. Marty Penney said.

Penney said one of the children told investigators that he might have smoked marijuana dozens of times over the course of a year.

"He said maybe about 50 times," he said.

Penney said he has not handled any similar cases in 22 years of police work.

Cunningham earlier this week waived a probable cause hearing in the case.
