Tried to LST about 2 weeks ago. Did I wait too long? She seems to be growing alright. I fear all the growth is too new to make anything but popcorn. What do you think?

You can train as long as you're still in veg with no issues.

Popcorn? You do know that popcorn buds are caused by insufficient light in those areas right? Not sure how proper training would create popcorn buds. Training is mostly to increase tops and reduce popcorn buds..
 
you can LST even in early flowering.

as BigCube suggested, you want to LST (or whatever training method) to increase bud sites, and bud size. smaller growth you can always chop off, later.

i personally would probably not train that plant much more - i'd be chasing after some vertical growth from those growth tips. but if the height of your plant is a concern, then keep LST till your heart's content.
