Too much water or too little ??

This is my first attempt at cultivation and I am growing an Afgan from seed,,,,Today when I looked in on my plant..the very tips of the leaves (1/16 IN) were yellow and brown.....is this typical of over watering or underwatering ??? Please HELP!! Thanks
