Transplant Timeline Question, How Long?

I'm on day 13 of Veg, growing blueberry and key lime chem, plants are 4"-5" tall and in 1 gal pots of soil. Leaves are just reaching the edges of the pots and I noticed a tiny root tip on the bottom of one pot. How rooted should I let these get before transplanting? I'm planning on finishing in 3 gallon fabric pots so I don't want to transplant too early.

I usually wait until the plant is 2/3 bigger than the pot for final 3 gallon transplant.
