Hello and welcome to the farm.

question can I flip my plants into budding using garbage bags to cover the plant?
Theoretically, maybe. If it worked at all, the hassle would be awful. I think you'd have to keep covering them every night till the natural night was close to 12 hours long. They're sensitive to darkness and can reveg by light changes. It's best to avoid revegging.

You want to cover the plant with a non permeable barrier and then expect the temp to go down, perhaps as much as 20 degrees?
This will do the same thing as turning the duct fan off in a tent at lights out. A huge sudden boost of humidity with no where to go.
I would not expect this to go well but I have never tried it.
