Two 4 Day Old Seedlings Are Wilting On The Stem Close To Top

My2 seedlings are wilting don't know if it's underwatering or over watering my soil on top is dry kuz I try not to over water but maybe it's time to water.. my temps are 70f to 80ftops rh is 60 to 75.. what y'all think is wrong....

Btw I'm using a ds 200 led with both veg and bloom switch flipped I'm about 25 in away the others are doing great but they popped sooner

Looks normal to me, if you had a time lapse I'm sure it would be twisting and spinning around.

My other 4 never did that and them 2 was not like that yesterday.. I water on the 23 seams dry now tho

I think the cardboard seed starters from the dollar store dried them out faster..plus that half the size of Solo cups
