Uruguay Proceeding With Marijuana Legalization Rollout

The controlled rollout of legalized marijuana in Uruguay continues one year after the South American nation moved to allow recreational use by adults.

Julio Calzada, who heads Uruguay’s National Drugs Board, said Monday more than 1,200 farmers have registered with the government to grow cannabis.

Since announcing the move to legalize weed, the government has proceeded slowly with implementation.

“It is encouraging to have 1,200 growers after three or four months since the law came into effect,” Calzada said. He said full implementation will progress “on a clear path, carefully and under control.”

While potential growers have been selected, the details of the distribution/retail system remain undefined.

At this time, citizens must be members of a cannabis club to get marijuana legally. Clubs are limited to 45 members and can grow up to 99 plants at a time.

No retail outlets are currently open. No date has been set for the start of sales to the public. The law calls for marijuana to be sold in pharmacies, which have not yet been licensed.

President-elect Tabare Vazquez, who will be sworn in next month, said his government will abide by the law authorizing the cultivation and sale of marijuana through pharmacies, but he left open the possibility of introducing changes in the regulations.

“We will abide by this law and we will have a very strict monitoring to see how it works,” said Tabare Vazquez, Uruguay’s president-elect who takes office next month. “If the need arises to amend the law, we will send a bill to parliament to be debated.”
