What's going on here?................ just having fun with the herpies part.

I'm a newbie here... and I'll apologize for any dumb questions now and in the future... but about 7 weeks in and I'm seeing something strange ... to me anyway.

Why am I seeing new grow at this stage of the grow?

They still grow while flowering
you want It to keep budding/produce more pistles it ends up as more bud.
During the last two weeks except them to almost double in size
Looks normal.
I would expect it to grow more if it didn’t I would be annoyed I got such small buds
