watering advice confuses me sometimes

I hit my 15 gallon pots with 3 gallons. But I only have about 10 gallons worth of media in mine.

Yesterday I would have considered that allot! However, when I watered yesterday, I split 30 Gallons between 12 pots (2.5 gallons each). I saw much better run off, even some drops coming out of the sides of the fabric containers. I probably should have been doing this the whole time. My 15's are not full to the rim. I probably have about 12 gallons of Happy Frog in each. In fact, I have roots exposed at the base of the plant. Wondering if I should add more soil.

you can totally top up- I do it at least twice during 2 months. more soil more roots
if you in veg I would top up from up and down
if you in start of flower you can also do it if you're skill full
plant will get out without trouble for top up 24 h after watering
