Veg time has no major effect on flower time. If you have a strain that ripens in 8 weeks of flower, it'll take 8 weeks whether you veg it for a week, a month, or a year.

Here's how it goes. There are 3 main (more nowadays but) types of cannabis. Cannabis Sativa, Cannabis Indica and Cannabis Ruderalis.

C. Sativa typically originates in equatorial areas. On the equator the length of daytime doesn't vary that much. It's always AROUND 12hours of night/dark and 12 of daylight.
So, PURE sativa strains can be hard to grow indoors because it isn't a photoperiod change that is the MAIN factor in flowering induction. It's usually a combination of light cycle change, moisture and humidity changes, nutrient changes, pH and moisture changes in soil....and probably a bunch of other factors.

C. Indica originates further north of the equator typically where the growing season has drastic changes in photoperiod lengths. Places like India, Nepal, Afghanistan, Pakistan...

C. Ruderalis is from northern Asia IIRC. It doesn't really get even a fly high but it starts to flower at a certain stage in it's development REGARDLESS of photoperiod or other flourescence inducers. That's why it can come in handy. We can bring those auto-flowering traits to other strains while maintaining potency and yield. Makes it possible to crop in extremely northern climates where frost and freezing begin before the daily photoperiod changes enough to induce even the earliest non auto flowerers.

So those are the 3 main genus of our plants and that's what causes them to flower. As was mentioned, different strains and even different individuals of the same strain will ripen at different rates. TYPICALLY, Sativas take a little longer than Indicas. For instance, I have some Burmese (Indica) that is ready in just about 7 weeks while I've heard of some Haze (Sativa) that can take up to 20 weeks!!!!
Again...veg time plays no major role in flowering time. It's mostly genetics and partly environment.
