Not to beat a dead horse, but here is a complete, easy-to-read summary of Prop. 64. There is no mention of any $7500 growing fee.

Fees have so far been set by the city or county you are cultivating in. State permits are not being issued yet, though it is a safe bet there will be fees associated with the state permits as well. The numbers I have been hearing at the state level seem reasonable. It is usually the county or city taxes and fees that are the biggest problem.
